Performance rebuild

I am planning a motor rebuild and while I'm in there figured I might as well throw in a few performance goodies to help out the ole 4.slow. I have a few questions for the experts on here. My current plan is a 91 block with the smaller dished piston and my 95tm heads ported and polished and a comp 422 cam. Like most people I am on a budget so is a tuner necessary immediately, or will the computer figure it out with 93 octane? And can I get my heads decked for a little more compression, or is that pushing it? I have no valvetrain noise, could I get away with reusing my lifters and rocker arms if they look decent?
