If it's a new vehicle or a used one that didn't have a plate when purchased the DMV issues a temporary tag which you are required to place in the window until you receive your license plate.

In California you have 6 months to put on your plate. It was said Steve Jobs would lease a new Mercedes every 6 months so he didn't have a plate on his car. People thought he was special because he had a barcode where the plate should be. It's really because Mercedes and bow but vin plates where the lid see plate goes and is usually covered up by a plate. With law enforcement we sometimes don't get our plates when the news cars hit the field. It might take a bit. That being a new explorer the department might not have got the plates or they may have not filtered down to the car from headquarters yet. It's kind of common.

Wow, in Maryland, we need plates to drive both front and back or we are screwed. We solve the plate problem by having a temporary printed plate.

Yup, most likely a new vehicle and plates haven't been received yet.

Curiously, there is work underway in the state to allow for dealers to "stock" plates and assign them to vehicles as they are sold/needed so as to prevent people with new vehicles and no plates from cruising through toll lanes w/o paying and the authorities having no recourse to go after payment. Read an article on that some time ago - apparently a ton of money is being lost to people with new/new to them cars crossing bridges and the like w/o paying!

Except under that system, the vehicle would now look like a registered and tagged vehicle. All that the uninsured have to do is buy a new vehicle, and just not get pulled over. At least with a horribly expired temporary tag, the police can say "that guy clearly didn't just buy the car. lets pull him over because something is sketch".

Actually, that dealer issued plates is already in effect for larger dealers. The plates for my new 2015 Explorer were delivered by the dealer. They actually have staff. The inventory manager said it is still an optional program and most high volume dealers are moving to it.
