Possible starter or short?

I went to start my truck (1998 SOHC) and get nothing but very rapid clicking. The battery show a good charge. The lights and stereo work but not the windows. I'm not hearing the fuel pump, just loud, very rapid clicking. I noticed my horn doesn't want to honk when pressing the electronic lock twice. I switched up the *30* fuses under the hood and the horn honked but only once before dying again. I didn't have time to look them up but I know one of those fuses has to do with the PCM. Battery cables looked ok but the negative terminal is collecting that powder residue seemingly everytime I try to start it.

I'll have a chance to look more closely this weekend but just from what I listed, does anyone know if it sounds more like a short or the starter? Any opinions are welcome. Thanks.
 






Sounds like corroded battery cables or a dead battery. Have the battery tested and clean your battery terminals.
