My wife's 07 mountaineers steering is starting to make noises so I figured it's te for a flush. What's the procedure, how many quarts, and what type of fluid?

Just siphon the old fluid out, then replace with new fluid. Turn the steering wheel from lock to lock to bleed the air out of the system. You could install an inline filter on the return line.

That won't get all the fluid out. Also is there a good synthetic fluid I should use

The only fluid I use for power steering (except on vehicle that take special stuff, like our Honda) is Mobile 1 Multi Vehicle Synthetic ATF. It works well and keeps the Ford power steering pumps from sounding like a Ford power steering pump (older pumps, they got better in the later years)...
