Power Steering Shudder

I have a 4D '98 Explorer SOHC. It JUST started to shudder when you turn the wheel. It does this more when the engine is operating at lower speeds. Does anyone have any ideas about what is going on? It does it in either direction you turn the wheel. ???

My 96 did this when the rack was bad. Twice. Look at the boots that come out of it. If they are wet, you need a new one.
 






I'm putting a new rack in that puppy over the next few weeks it looks like. Doh! Oh well, it needed to be done anyway... the rack was already complaining when I made left turns. I was just worried maybe the power steering pump was crapping out too. Thanks for the info.
 






I think the rack puts more stress on the pump when it isn't working properly. After the first rack the ps pump was a bit less noisey. All Ford PS pumps are loud, as a rule.
