Power steering shudders.

2000 ford Explorer XLT E
Hello everyone, I'm new to this forum. I have a 2000 Ford explorer XLT, 4X4, 4 door w 4.0L SOHC V6, 114,000 miles. Its been sitting almost 18 months. Had to put it on a trailer to take it home. Body and interior great. Runs great but brakes rotors and calipers where all bad. Replaced all and its all good. When I started to test drive, straight down the road 70mph great. But if U go to turn the steering wheel when turning they would shudder. Even when you were going 20 mph into a turn the tires shuk so bad it would start hopping straight to the ditch. Replaced Rack and PS pump. Solved most of it, except when stopped at a light and you turn the wheel its like theres air in the lines or the engine is idleing to low and not enough hydrulic power. I've bled it to death. With some of the reading I've been doing there is a PSP switch that is suppose to help this. I can't find a location on this switch. From what I've read it works in conjuction w the trans. Would this cause my problem? I've bled the PS w front end in the air lock to lock 20 too 30 w motor not running then running.
Other that this problem AC works Stereo w CD & Tape deck cruise power seats, everything works:
 












it must have air in the steering system. When I lost my idler pulley in my 96 I had to drive it about 5 miles back to work. After fixing it, I had a shudder it eventually worked out.
