remote will not program

Just purchased a 2000 explorer. Previous owner did not leave remotes when traded. I purchased a set from ebay and the instructions said to turn nthe key from off to run 8 times to reset the code to accept the new remotes. The doors should lock and unlock to show the system is unlockedand ready to accept new remotes. Tried several time and the system does not respond to the key on and off. Any ideas.
Also a chime ( not the door open) Goes off after it is put in gear for approx 30 seconds and every 40 miles afterward. 5 complete cycles Explorer is the Eddie'Bauer edition

i know it works with my 97...ford doesnt really change much..you have to switch it on and off rapidly.not sure exactly how many times. but you will hear all the doors lock then unlock. i have heard that some of the newer systems that use a transponder key have to be programed by the dealer or by using a special bitwriter.
as for the ding...it could be a feature in the factory alarm(if it has one)
 






it worked just fine for my 00 xls maybe try again? (didn't get a key fob with my either)
