replaced egr and tube, now running rough

Hi, my husband just replaced the ERG and EGR tube on my 1996 6cyl eddie bauer explorer. It did not pass the PA emissions inspection,was the reason for replacement. Before replacement the engine ran smooth, now it is like the engine is having an asthma attack! real rough when you are sitting still and does not matter if you are in park, neutral or drive. Any help to fix please advise. thank you in advance.

What size engine do you have? did he connect the two hoses that goes from the DPFE sensor to the new tube?

It sounds like a vaccum leak. Check the EGR hoses and the EGR installation. Maybe put the old EGR in to see if it makes a difference. Is it throwing any codes?
