Rino-Liner on the body

Fellows. Ive seen some off the road vehicles "painted" with what seems to be "rino-liner". This coating appears to be a very rough yet "protective" finish and matched the color of what the vehicle is/was prior to this coating being applied.

Anyone know what this coating is?
