seat belt anchor bolts

The seat belt anchor bolt that attaches the passangerside second row shoulder harness to the floor snapped. Does anyone know what the torque screw size is for the bolt?

I also see the end of the screw in the wheel well, can I back out the part of the screw stuck in the theads by using awrench on the underside of the screw in the wheel well?

it's either a T55 or T60, I just bought the whole set Harbor Freight ($10) In my case I have to use an impact to remove the bolt. I guess you can use a wrench on the other side but it's not that easy. The threads on the wheel well is rusted that you have to put PB-Blaster before tackling this job without an impact.

I have to remove the belt to remove the quarter panel when I was servicing my rear AC.

It should be a T50 torx.
 






Does anyone know what these should be torqued at when reinstalling?

Specifically the drivers side anchor bolt, that attaches the seatbelt to the floor.
