serpentine belt tensioner

the belt tensioner is loose, (moves by hand) what could be the cause of that, and why would it loosen up? of course the belt is loose too..
how do i re-tighten the belt?

You probably have to buy a new tensioner, somewhere around $40-50 and about 30 minutes of your time to install. You may also want to put on a new belt if the old one has been slipping.
