smog pass

I went to smog my 2001 explore it passed all but the cat reading so the guy says go drive it 40 miles come back I do this a couple times each time the same thing so I replace all 02 sensors go back same thing then I went to go back my battery was dead so when he puts his meter on the car he said it went back to the beginning so what is it I must do to get it to pass smog I'm stumped
