Speed Governor Location

Could somebody tell me where the speed governor location is at? There was a post regarding the automatic transmission not wanting to shift to 2nd in the morning unless it was warmed up. It turned out the speed governor was dirty and only needs to be cleaned.

I have that same problem now and was planning to check out the speed governor to see if it's dirty or not but not sure of the location. Do I have to remove the transmission oil pan and filter to get to it?
