Speedometer Issues

I have a 96 explorer xlt 4wd that is showing a PO500 code and the speedometer is not working and the O/D light flashes. I have replaced the vehicle speed sensor and checked all fuses but still does not work. I have also checked the tail shaft gear and the speed sensor gear. Both are OK. Any ideas how to troubleshoot this issue?

How did you go fixing that? I replaced my VSS , nothing
