Well after so many months of dealing with the squeal under the hood, Iv found out what the problem was? Sorta... I had thought the noise was a bad pulley the whole time, but I could never find it!
Last week I installed BBK 66mm TB, since then the noise has been gone. Either the noise was coming from the old TB or another problem I had found.
The sheild that covers the the TB and cables had come loose a long time ago. One of the two screw that secures the sheild had come loose. There was no way of fixing this, unless I put a new TB in. Which I did. The screw hole on top of the TB was warn and could not be used anymore.
So it looks like the loose screw had been causing the chirping squeal the whole time.
