Steering Column problem

My mom has a 2004 Explorer and is having a problem with the steering column. The cruise control hasn't been working for a couple months and the horn only works on occassion. I checked all the fuses and relays dealing with cruise control and the horn and all were fine. Could there be a short or something in the steering column? Any advice would be appreciated.

2004 should well be under warrenty.
Pass the headach on to the dealership
 












I think you have a clock-spring problem.
 






What exactly is a clock-spring? Also, how can I check to see if the horn is grounding itself? Thanks for all the replies so far.
 






The clock-spring is a wound up wiring harness behind the steering wheel that allows a continuous connection to be made to the horn and steering wheel switches while you turn your steering wheel.
 






Warranty repair, why mess with it yourself?
