Pads wear a groove in the drum so there is a lip that is catching the pad. You can use a case of PB Blaster and it won't make a difference and hammering it will just make alot of noise. Back of the adjuster threw the little hole on the backside then pull out and rotate the drum, kinda like installing a tight belt.

Exactly!!!! You need to use a Brake Spoon and loosen the Self Adjuster. The Brake shoes are probably hanging on the Lip in the Drum. Much more common then the drum being Rusted to the Axle.
 






If all else fails grind the head off of the hold down pin on the rear of the backing plate and pull the drum off with the shoes in it. Then get a new hardware kit for installation.
 






probably a stupid comment but i hope you backed off the star wheel on the adjuster inside the whole assembly to bring the pads away from the drum..
