Temperature gage issue 95 explorer

Problem- gage reads cold temperature.
I have read some previous threads and thus far I have removed the lead from sender and grounded it. Still reads zero.
I have gone to the other end and removed the gage cluster. I can get continuity from the sending unit wire to a terminal on one of the connectors connected to cluster so I think the wiring is OK.
Voltage at the sending unit terminal is 3 volts. Is this correct?
How can I check the gage?
What should the resistance of the sending unit be when cold?
