Thermostat bolts, hot or cold

Thermostat housing is slowly leaking fluid. Attempted to loosen the one bolt that is easily accessible but it is difficult to get a socket in there. Is it easier to remove the bolts when hot or cold? I don't want to round these off. Don't think it has ever been removed.

Like spark plugs, I would only attempt to loosen on a COLD engine. Heat expands correct? Use a SIX point standard length socket whenever possible. A short 3/8" drive extension may also be needed to get the socket seated properly on the bolt head. Spray penetrant "may" also help.
