timing affecting gas milage?

i have a 96 4.0 xlt. ive been running 89 octane on it and get at most 19 mpg on only highway and around 10 mpg on only street. I recently had to change my catalytic converters because they had gone bad(cats go bad when unburned fuel gets to them). after they were changed my gas milage didnt change much .5 mpg better only. i recently tried out 87 octane, to my suprise i got better gas milage 260 highway miles and 60 street, my gas milage averaged 19 mpg!. Usually with even the least amount of street driving my mpg is lowered.
My question is, since 87 is a faster burning fuel then 89 is my timing off? It seems that with 87 burning quicker and burning completly that it produces more power and better gas milage especially in the street. Im thinking that the 89 didnt burn completely which resulted in my cataytic converters going bad. Even though the timing is controlled by the computer can it be tuned? or did i happen to finally get what i deserve from paying so much for gas.
