Torque lockup converter question

On my 2002 explorer v6 xlt 4x4, My torque converter does not lock up. At 55, im doing a litttle over 2000rpm, and its obvious it doesnt lock. Pressing the od off button causes a rise in rpm to almost 3000. As soon as i get around 50 the od off light starts flashing rapidly. No funny shift flare, nice smooth shift up in the gears. cant pull any tranny codes with my harbor freight special. No funny noises or clunks. Im thinking tcc solenoid.

Three questions:
1. Whats the best way to diagnose? Ohm test at the firewall plug? Drive test?
2. If it is the solenoid, Is the only repair option to replace the entire solenoid block?
3. How would i know if the torque converter is bad vs the tcc solenoid?

The first place to start is get the transmission codes, you may have to take it to a shop, some will do this for free.

The only thing you can do short of pulling it out is to replace the solenoid and check the valve body.

Reasons for no lockup can be,

converter
tcc solenoid
valve body
pump

Pretty much in that order of probability that I see.
