torsion twist/shackle lift and trimming how to

My stock shackles are 7.5" at the moment and I wanted to make my own a little longer (10.5") to get a 1.5" lift at the rear.

Is 10.5" to long?

Also is that the correct adjustment? An extra 1.5" in length on each side (3") in total?
