touching up bumpers - Do I use primer

I have to touch up some areas on my X's bumper. Already ordered aerosol touch up paint and clear coat. So do I prime under it or not? If so what should I use thats available at lowes

if you have scratches to fill or it is down to bare metal than yes prime it.
Any decent rattle can stuff will work.
