transmission not shifting

'94 ranger
I have a 1994 Ford Ranger XLT 4x4 with 246,000 miles. The problem with my transmission just started. When I start going from 0 mph the transmission will not shift out of first gear until I let my foot off the gas peddle (like changing gears in with a manual transmission). The local ford dealer rebuilt my transmission 1 1/2 years ago. These are things I've tried to do to fix the problem, changed fluid and filter, changed the modulator valve. There was no change in the problem. There is an electronic shift control module (ECSM) part #F17B-7E453-AA behind the drivers seat I reset the reset button and light come on in about 30 seconds the light goes out. The 4 wheel drive still work out of the (ESCM). Also if this could be the problem can it be repaired. Thank you for your time in reading my post, Tim
