Truck won't pass inspection OBDII won't connect

I tried searching and I usually have great luck in doing so but I couldn't come up with anyone having trouble with the inspection computer connecting to their truck. I am using a SCT program on my truck could that be the cause of it or is there a known problem with the connector plug in 02 XLT's? The guy says it starts to connect and then it just stops. There are no code's.

I did a bit of searching and some folks have had the problem when a fuse blew. One said it was linked to the cigarette lighter fuse.
 






Ditto what Rick said. I've run into that on multiple vehicles. Usually its caused kids putting change in the cig ligher/power outlet...

When an ODB-II port won't work that is the first thing and so far it has always been the last thing to check (every fuse)

i agree with the other guys. check your cig fuse, or another fuse in the panel. been there done that with other vehicles and i am certain the explorer is no exception.
 






I have an '02 XLT - Early Build and Fuse #24 located in the fuse panel under the dash is a 15A labeled Cigar Lighter, OBD II:

Awesome that helps a lot since my book for some reason is an 03 and I know the fuses are listed differently.
