TSB question on Certified Ford Explorer

I have a 2011, certified Explorer. Has slightly less than 57000 miles on it. The TSB for the A pillar came up today, as I took it in for a noise coming from that area. I'm not 100% sure, but I believe its already been done once. Anyway, I'm being told that I'd have to pay for the TSB service because of the miles on my car. Should't that be covered under the certified 60,000 mile warranty? Isn't the Ford certified warranty, 60,000 and bumper?

Power train is 5/60.

MFT is 5/60.

With CPO, you get a 1yr/12k bumper to bumper and an extended powertrain to 5yr/100k

APIM replacement and software updates are 5yr/unlimited. ONLY the apim and related software is covered.

I believe the power train warranty on a Ford CPO is 7 year/100,000 miles.
