I'm checking to see if the DPFE is the cause of an P0401 CEL. I probed the brown wire with a white tracer and had my ground on the battery ground. I saw 5 volts and when I applied vacuum to the EGR the engine died and the voltage didn't change. Did I check the appropriate wire for voltage?

With a scanner hooked up and watching live data the voltage should be right at .9 volts + or - a few tenths at idle. With a vacuum hand pump attached to the egr valve when you open the valve with the pump the voltage should climb and the engine stumble, The max voltage is 5 volts but the engine will stall before it gets to that point at idle. If you are seeing 5 volts at idle then the DPFE sensor is bad.
