Well, if all they use it for is to add washer fluid, then guess they saw no need to make it more complex with a hood Though, they probbly forgot about the people working on the car... If the OCI is 31k, then guess they saw no need for it... but it might be more of a pain to work on than even the Caddy Northstar's

There are two capless ball valves next to each other for washer fluid & gas. That's easy to mix them up accidentally plus if the valve is left open then rain water or snow could mix into the fuel. You wouldn't want gasoline in your washer tank. Do they expect a body shop to cut the car like a sardine can every time something has to be done since there's no hood?
