Want to repaint side rails.

Up in Montreal we get a lot of snow and with the snow comes street salt.

My side rails started rusting so I removed them. My 5 foot nothing girlfriend isn't too happy so I've taken up the challenge of sanding and repainting them. So so here comes my questions...

1- Is there a way to remove the plactic on top to do a good job or am I stuck taping?

2- I'm going to spraypaint some rust-proof primer, but would a normal spray paint do the job for the finishing coat?

Last thing I want is to have a truck that looks like I painted it myself but it's also a small enough job that I think I can handle on my own.

If you look over one mysporttrac.com, I think this is where I saw a write up on repainting them. The guy removed them and repainted them to match the color of the truck.
