Warning lamps not working

1996 Explorer 4.0 OHV 4WD
They are: Hi Beam, Check Engine, Fuel Reset, Brake System, Speed Control, and Anti-theft. Any not mentioned are working, including the illumination lamps. The gauges function normally as well.

All fuses are good.

I removed the cluster, convinced that the lamps were burned out. I was wrong; all of these lamps are working. I gave the contact tabs a little bend to insure positive contact but it made no difference. The cluster connectors are straight, clean and shiny.

It was in this condition when I purchased the vehicle, so I can't pin the problem on some event.

Thoughts?

I think all those lamps run off the same harness. Could be an issue with the harness not being seated properly on one side..
Just my 2 cents.
