So today a friend of mine pointed out that I had Water in my tail light... I pulled the light off and checked to see where the water was coming from... Was not from around the lense so it had to be from the light bulb plugs them selves... The little rubber grommets looked ok but may have been a little worn out, parts store is closed so I had to improvise... I had some rtv and put that between the seal and the lense and when I put it all back together a nice little bead squeezed out.. I am pretty confident that this will fix my issue.. I will report back after the next good rain or car wash I go thru...

Hope this may help someone..

Just curious if this will prevent you from changing the bulb after the rtv dries, without a struggle?
