water pump pulley problem

hey guys i was wondering if the water pump has to be replaced if the water pump pulley is bent, the fan belt keeps popping off every time i start the car.

there has been no water coming out of the water pump

right now when i turn the fan the blades almost touch the power steering pulley

I guess I would get the belt off and check for play in the water pump shaft, get the fan off, the pulley, clean everything up and tight again, see if it squares up.
