What is this part?

1991 Explorer XLT, auto, 4.0, 4 wheel drive. We were working on the gas tank when we noticed this part was loose. I can't figure out how to post pictures, so I'll try to describe it as best I can: It's some sort of electrical plug/sensor located on top of the rear axle, directly above the rear end gears. What is it and what does it do? I have pictures I can send to an email, if that would help...

I think it is a speed sensor, but I don't think I have abs. How can I tell if I have abs?

Your 91 has rear ABS (RABS). That is the sensor for it.
