wheres the fuel pressure regulator on a 2000 v6 ford explorer

2000 ford explorer
we replaced fuel pump, filter and screen, it has 60 to 65 lbs fuel pressure but wont start unless ya shoot gas into it, when ya push check valve it has plenty of fuel, any ideas? thanks in advance

fuel dampner on fuel rail/manifold might be clogged. Happened to me before. Hardly ran at all. Mine is a 99 sport ohv v6. you didn't mention what engine yours is
 






on the 2000 it's in the fuel tank. just above the fuel pump on the fuel pump assembly.
