Wire on fuel tank

What is the wire that goes into the top of the fuel tank on on a 98 explorer. It says push down and turn to remove

What does it do. MIne is broke and I cant the broke piece turnt out of the tank
 






You need to fix it. The name says what it does. The Computer calls for the gas tank pressure to be vented, and the sensor senses the pressure. If there is no change, The PCM assumes a non vented tank , the check engine light comes on and the truck runs in limp mode. This will consume excess fuel, costing more than the repair. I'd get an easy out . Try turning this ( counterclockwise) while pressing down.
