wont shift out of first

i have a 94 ford explorer, one day it died and wouldnt restart, changed mass air flow and a ton of other parts to find it was the electronic control module, since i changed it it wont shift, could this be ecm related

Nope, the transmission is all hydraulic other than torque converter lock-up and overdrive.

Check to see if you removed the vacuum line going to the vacuum modulator.

Er, guessing you have the A4LD automatic transmission...
