Hmmm,
Throttle position sensor?
You might check it.

Does it act like the torque converter is unlocking but the down shift doesn't actually occur?
 












The tps signal voltage ( key on engine off ) should be <1v at idle and >4v wot with a smooth rise in voltage as the throttle is opened.
 
























Maybe you should flash the PCM, and program a new tune? Did you check the pressure on the transmission? A failing EPC solenoid could cause low hydraulic pressure. It will make the shifts feel soft. A valve body shift kit might also help.
 












The dealer or a private company such as WWW.HensonPerformance.Com could help you install a new tune. The transmission has two 1/8" test ports which are made to connect a 0-300 PSI gauge onto for checking the pressure. Check # 10 in my list of useful threads for more information.
