What is the correct fuel pressure

my 2001 Sport, 4.0 shows a fuel pressure of 40 psi. Drops to 36 at 3000 rpm. Then surges between 36 and 40. I want to put a new fuel pump in but first want to know if the pump is bad. Changed the filter and got same P but more steady.
