02 4.0 pulse damper replacement

I’ve come to the conclusion the the diaphragm is bad on my pulse damper and it needs to be replaced or deleted. If it can be deleted/bypassed I’m open to suggestions on how to do that. Otherwise, do I need to remove the intake to replace the pulse damper or can it be done without getting that involved?
It’s been hard starting for a long time now because fuel pressure bleeds out of the system. After sitting about 30-40 minutes it becomes hard to start. I recently discovered that fuel is bleeding back into the vacuum system and being stored in the vacuum ball/reservoir.
Any tips on how to replace or delete the damper would be greatly appreciated. Thank you for your time.
