1998 Mountaineer stalling

What else can I check before I start to take the trans out?

I gotta ask. You mentioned you cleaned the IAC, which is an obvious culprit.

But, does the IAC work?

Yes the IAC is working, I replaced it with a new one that I tested just to eliminate it.

I am convinced that is is the converter or valve body. The converter does not lockup untill the trans fluid is full.
Thats why I am thinking it mite be somthing in the valve body?

Fixed!!

Ok, I got the truck back from the trans shop & what they found was the bypass clutch control sleeve and plunger assembly was locked !

The plunger I am pointing to is frozen,I cant make it move at all.

That is what was keeping the torque converter locked all the time.
They replaced it with a new one, then went through the rest of the valve body (cleaning-polishing valves & bores).
The guy I went to told me that he hasn't had to replace the TC because it was locked on any of the latter OD trans.
We have been driving It for over a week. So far so good!
Going through the valve body is no bad if you know what to look for.
I hope this helps someone out.
