1999 Explorer Brakes

When I brake hard to stop fast I have no trouble. When I am moving slowly (less than 10mph) and brake lightly over a longer distance like when I slowly approach a stop sign I can feel the brakes disengage slightly and my brake pedal pressure will give about an inch before the brakes re-engage.

Anyone seen anything like this before?

They get hot and the old brake fluid boils/vaporize. You need to bleed them, addig new fluid (don't let the reservoir to run empty).
