2004 Explorer V8 Limited Hazzards, Brake Lights, Turn Signals WON'T WORK...

Hey y'all,
I have a 2004 Ford Explorer V8 Limited. Hazzards, Signal Lights, Brake Lights, and Instrument Panel lights all stopped working. I have since replaced the tail lights, and the multi function switch. Still no progress. I did discover that when I turn on my hazzards the brake lights do work. #5 fuse (15AMP) in passenger compartment AND #15 fuse (15amp) in the Power Distribution Box located in the engine bay continues to blow for some reason. Please help. Thanks.
 






If the fuse continues to blow and your brakes work when you turn on your hazards you then have a short to ground somewhere. I would look underneath to see if you can visibly see any wires cuts.
