4 wheel drive

Hi everyone, when I shift my 1997 explorer into 4 wheel drive. before I put in drive it goes in but if I do it after I put it in drive it wont.the 4 wheel lights just blink.

4 High should engage while in drive, 4 low needs neutral and your foot on the brake.

The problem is if I dont shift into 4 wheel drive before I I put in drive. the 4 wheel lights just blink.
