4x4 Control Module or Shift Motor problem?

I have a 2002 Ford Explorer Sports Trac 4x4. When I switch the 4x4 selector to 4hi or 4lo, nothing happens. The 4hi and 4lo lights on the dash do not light up, nor do a hear a clicking sound like I used to. Does this indicate a 4x4 control module problem or a shift motor problem?
