Cruise downshift while on flat road.

We have a 2006 4wd explorer with the 4.0 with around 60k on the odometer. While driving on flat hwy with cruise on (not towing), the cruise will downshift out of overdrive and stay there at 3000 rpm unless I accelerate a little over the set cruise speed. Then it will shift into overdrive, Rpms drop to 2100 and cruise remains for a while and then downshifts again. Then same story as above.

If I run without cruise, it only downshifts on decent hills like the rest of our Fords.

Is there an adjustment to the cruise or do I need to replace something?

It sounds to me like you have a vacuum leak somewhere that is causing the vehicle to downshift to maintain the set speed.
