Fan only works on High

Hello: The heater/AC blower only seems to be working on high. Does have some air movement at the other setting but not much.It does blow hard on high, any clues?

It sounds like the blower motor resistor might be "open". It's what inserts resistance into the blower motor circuit to reduce fan speed and is located in the evaporator core housing.
Try this Link about the same problem on a first-gen Explorer.
