Harmonic Balance Removal

I'm in the process of disassembling my engine. I've removed the VC's, and everything bolted to the block. I removed the cams and the heads. I proceeded to remove the Harmonic and needed a puller, so I went to AutoZone to get a Loaner. Got it home and hooked it up, then tried to pull the pulley. One of the bolts broke off in its hole (ouch:(). Got beyond that and then noticed that I had forgotten what looks like large washer behind the flanged headed bolt that was removed earlier. Is it a washer or not. I could not remove it. I'm sure that leaving this on, caused me to break the bolt that was part of the pulley puller set.

That isn't a washer its part of the balancer... you need to put a smaller diameter bolt in the center bolt hole and use it to push off from. I used one of the bolts from the puller kit. You will never get it off the way you describe you are doing it.. watch the vid it should explain some things.
