Headlight / turn signal?

2017 Explorer Interceptor
FORD tells me that to change the bright lights in my 2017 PIU it would be 3.5 hours labor.
Brought it to a local guy and he said $150.00.
I squeezed my fat hand in that tiny hole and changed out the halogens for LED and I am happy with the savings and how nice they are on the road WITHOUT blinding oncoming traffic.
Let's see 3.5 hours at $185/hour AND they are talking about removing the bumper, the push bar and the custom wiring but can't guarantee the wiring will work when all back together. WTH?

Speaking of headlights:
Is the amber on the side of the headlight just a reflector or is supposed to be a turn signal light?

I believe it is just a reflector.
