License Plate Holder

How exactly would one go about removing the license plate holder (black thing riveted into bumper) on a 1995 Explorer? I've read that some people have had theirs ripped off, but both my brother and i have tried to pull it off, and it won't budge. Thanks in advance.

Use a drill (almost as big as rivet) to drill the rivet out. Or you could use a Dremil and cut off wheel to cut the head of the rivet off.
