Shake or shimmy in front end.

Well I guess I had it better than a lot of people but now my shaking/vibration is getting really annoying lol. I started feeling it about 4 months ago, kind of brushed it off thinking I needed to get an alignment. It got worse, so I did a wheel balance, nothing changed. Just changed my shocks/struts and the guy said the shaking is not strut/shock related. He wants to see if I have a messed up tire(s) or possibly rack and pinion or something. The steering wheel vibrates so my arms shake too and I can see my hood shake. As long as my entire car doesn't fall apart like it does in the cartoons. I do not want to put more than $1,000 into my Explorer. I should start looking at a new car now, I was so happy with my Snow White until this!!

2011 Explorer XLT 105,x.. miles
Lowering Springs (were put on 65,000 miles ago, 2 1/2 years)
Tires put on about 1 year ago.
Shocks/Struts 2 days ago (did not help)

I just bought a used 2013 Explorer XLT 2wd and have the same issue. On low speed acceleration there is a noticeable vibration. Anyone know what the fix is yet?
